PSA, in association with 3DInternational and Parsons Brinkerhoff provided district-wide PM services directly through the State Economic Development agency.

Phase 1 ($500m) was urgently needed ADA upgrades and Immediate Needs projects—the entire program, including renovations to all campuses and new schools was scheduled to take 8 years to complete.
